FPB cuts ribbon on Frankfort’s first public solar facility

The Frankfort Plant Board, along with Energy and Environment Cabinet Secretary Rebecca Goodman, Franklin County Judge Executive Michael Mueller and Frankfort Mayor Layne Wilkerson, today cut the ribbon on Frankfort’s first public solar facility. This project will power FPB’s new Community Solar Program.

“This community solar program will give homeowners, renters and businesses the opportunity to share the benefits of solar energy even if their own properties are not suitable for panels,” said FPB Board Member Kathryn Dutton-Mitchell. “FPB electric customers can support renewable energy, get credit on their electric bills and avoid the up-front investment and long-term maintenance costs of rooftop panel installation.”

This voluntary subscription program will allow FPB electric customers to purchase renewable energy by subscribing to solar blocks. Customers will receive credit on their electric bills for the power produced from their portion of the solar array, offsetting their electric costs.

“Visionary projects like these that bring jobs, a cleaner environment and give customers an opportunity to make sustainable energy choices are moving Kentucky forward,” Energy and Environment Cabinet Secretary Rebecca Goodman said.

By offering an alternative to individual installation, FPB Community Solar reduces the cost and barriers to participating in solar ownership. This program will provide low- and moderate-income customers with renewable energy options and savings, giving all customers the chance to help make progress toward community renewable energy goals. Frankfort Mayor Layne Wilkerson is the first customer to sign up for the program.

“The FPB Community Solar Project is something to celebrate,” said Mayor Wilkerson. “It allows residents an easy way to support local renewable energy generation. The community solar project will also support the City of Frankfort's ambitious goal of 100% renewable energy usage citywide by the end of the decade. Thanks to the dedicated staff and leadership at FPB for their commitment to this important project.”

This is a first installation phase of a four-phase Community Solar project for FPB as they work to make renewable options more accessible to all customers through numerous efforts. The Board has approved a net metering policy and value of solar tariff, offers renewable energy credits and has invested in a large-scale solar facility in Lyon County, Kentucky.

“FPB community solar makes renewable energy and its savings and benefits available and accessible to all community members,” said Judge Mueller. “Through this program Frankfort will reduce energy imports, have more energy independence, reduce carbon emissions and be more environmentally friendly.”

Solar Energy Solutions constructed the first phase, a grid-tied 187 kW ground-mounted solar array that will generate more than 235,000 kWh in the first year. This means that over 30 years, the facility will generate nearly 6,500,000 kWh of electricity, enough to offset the electrical usage of over 890 homes annually.

We applaud the Frankfort Plant Board for their forward thinking and commitment to meeting the needs of their ratepayers while simultaneously reducing their carbon footprint.”

In addition to this FPB Community Solar ribbon-cutting ceremony, there is a groundbreaking ceremony on July 26 in Lyon County for the Ashwood solar facility. Set on 800 acres in western Kentucky, this facility will produce 86 MW of solar energy, 54 percent of which will come to FPB. This will bring FPB’s energy portfolio to include 19 percent renewable resources in 2024.

“In August 2021, the FPB Board formally passed a resolution to bring reliable, affordable, and sustainable energy to the ratepayers of Frankfort, placing an added emphasis on increasing inclusion of renewable sources in our power supply,” said FPB Board Chair John Cubine. “We are committed to making these resources more accessible to our customers.”
