A summary of the proposed changes are provided below.
Area Lighting - Fix a typographical error related to rates for 371 W LED fixtures. Establish a new tariff section to separate out pole rental rates into a different line item.
Net Metering - Proposed retirement of the $10 application fee for new net metering customers. Clarify and set limits to transfer of energy credits between electric accounts.
Time-of-Use Rates - Revise the electric tariff to include a pilot time-of-use rate for residential electric customers. Proposed rate schedule will include an on peak, off peak, and super off peak time period for summer and winter seasons. The pilot program will be limited to the first 200 customers requesting service under this rate.

1. What is the KYMEA? The Kentucky Municipal Energy Agency is a joint action agency that was formed by FPB and other municipal utilities in 2015 to help members secure electric power more efficiently and at lower costs than they could individually. KYMEA does not currently generate electricity but serves as a power purchaser for the group of municipal utilities. FPB is a member of KYMEA and FPB’s General Manager is a member on the Board.

The Frankfort Plant Board has accepted a proposal for a Community Solar project from Solar Energy Solutions.
In October 2021, the FPB Board approved an agreement with 1898&Co. to conduct a limited electric rate study to evaluate the existing tariff, and recommend new rate classifications where the existing may be insufficient. This report was delivered to the Board in February 2022.
The purpose of this project was to develop an energy efficiency program plan for the Frankfort Plant Board (FPB). While developing this plan, VEIC was encouraged to engage customers, community members, Board members, and FPB staff and incorporate their input into the final program plan.

This is an annual report delivered by the Frankfort Plant Board (KY0370143). A look at the options being considered for replacement of the existing 130-year old water reservoir tanks.
During the comment period for the Reservoir replacement project, some general comments were received with respect to the current design criteria and location of the proposal by FPB staff. In an effort to be open and transparent, the FPB desired to have our consultant review the data and make recommendations as to location, size, type roof, and which side first (North or South basin). Strand Associates has conducted a thorough review of the data and design constraints provided by staff and has made specific recommendations for the project.
A public meeting was held on December 15, 2016 on the proposed Reservoir replacement project. The primary goal of that meeting was to inform the public about the proposed design and solicit comments about the project from the public. A public comment period was open between December 15, 2016 and January 31, 2017. As part of the engineering contract, Strand Associates along with staff, reviewed and discussed those comment received from the public comment period.
